Estate Agent Licence

To meet the academic requirements to gain an estate agent’s licence, you must complete the current course Certificate IV in Property Services (Real Estate)

You must have gained the aggregate of at least 12 months full-time experience as an agent’s representative in Victoria at any time during the last three years immediately before applying for a licence.

The role of an estate agent is to:

  • act on behalf of owners and landlords to arrange the sale or lease of property including houses, buildings, factories, shops, farms, land and businesses
  • act on behalf of buyers when engaged as a buyers agent or advocate to negotiate the purchase of property
  • provide market appraisals of properties and businesses for clients
  • negotiate the sale or lease of properties and businesses
  • collect rents and manage rental properties.

To operate your own agency or be licensee in charge you must hold an estate agent’s licence to carry out these activities.

Application for a Victorian Real Estate Agent licence can be completed online through Consumer Affairs Victoria.

You must not conduct business as an estate agent unless the Business Licensing Authority (BLA) grants you a licence.

Course outcomes and pathways

Successful completion of the Estate Agent Licence course – CPP40307 Certificate IV in Property Services (Real Estate)  - meets the educational requirements needed for application to the Consumer Affairs Victoria for a Real Estate Agent Licence.

Being a holder of a Estate Agent Licence can provide you with many benefits, including owning and operating your own real estate agency or employment as a Licensee.

Upon completion of the course students are awarded the qualification CPP40307 Certificate IV in Property Services (Real Estate).

The maximum nominal hours to complete the 24 competencies are 685. Students undertaking the course take approximately 12 to 14 weeks to finish, however, there is no time restriction, and students may choose to complete studies sooner or to take longer. However, there is no time restriction and you may choose to complete studies in more or less time. 

Recognition of prior learning

You may be eligible for recognition of prior learning (RPL).  RPL is the formal recognition that your current knowledge and skills meet the requirements of a given unit of competency. It does not matter how you achieved your current level of knowledge and competence – formal training, on-the-job training, self study, work experience, life experience. What does matter is that you are able to provide evidence that your knowledge and competence meet the requirements of a particular unit of competency (competency standard). When you have provided this evidence and it has been accepted as proving your knowledge and skill in a particular area, you will be given credit for a specific competency without having to engage in further study. Legislative and licensing requirements

To be eligible for an estate agent's licence, you must satisfy the experience and current academic qualification requirements.

Eligibilty

You are automatically ineligible to be licensed if you are:

  • under 18 years of age; or
  • a represented person under the Guardianship and Administration Act 1986 (where a guardian or administrator has been appointed); or
  • as an individual or as a director or officer of a company, currently disqualified from holding an estate agent's licence (or equivalent) anywhere in Australia or elsewhere, or the subject of an order by any regulatory body disqualifying you or the company from acting as an estate agent or equivalent.

You may also be ineligible if:

  • you are currently insolvent under administration (bankrupt, debt agreements under Part IX or Part X); or
  • within the last 10 years, you have been convicted or found guilty (whether or not a conviction was recorded) of a disqualifying offence involving fraud, dishonesty, drug trafficking or violence which is punishable by imprisonment for three months or more (whether or not a sentence of imprisonment was imposed); or
  • you have ever had a claim admitted against you from the Victorian Property Fund or Estate Agents' Guarantee Fund.

Licence Fees

The application fee for 1 July 2017 to 30 June 2018 is $432.70.

The application fee must be paid at the time of application. The fee is non-refundable.

Training and assessment

There is a combination of assessment tasks that require written responses and include:-

  • multiple choice questions
  • short answer questions
  • and a combination of the following:-
    • case study
    • written demonstration
    • workplace project

Assessment is competency based. Competency-based assessment is largely activity-based and practical. However, competence also implies that an individual demonstrates an understanding of the knowledge that is the basis of the practical task being carried out

Students are assessed according to whether or not they have achieved the performance criteria for each element specified in the units of competency they are undertaking. This method of assessment judges performance against a prescribed standard, not against other students. Students are assessed as 'competent' or 'not yet competent'.

It is the responsibility of the assessor to ensure all aspects of the assessment process are

  • valid
  • reliable
  • fair
  • flexible

Assessment is conducted within approximately 48 hours of submission.

Completed assignment may be uploaded onto the website for marking (there is a 8MB upload limit), emailed or posted to the College.
